Is NASA a bit over hyped?

While many space agencies from rest of the world keep low profile and use space for realistic studies like weather & meteorological studies, NASA is much more into outer space pumping lots and lots of tax payers money which otherwise could have been used in lots of better & realistic ways like to improve living conditions of millions of Americans.
