On the apollo 11 mission in 1969 why did they take up such poor quality cameras so only grainy blurred footage?

NASA's Lunar Reconnaissance Orbiter returned images of the Apollo landing sites in 2009. From Earth, the vehicles, flags, etc. left behind are far too small to resolve in existing telescopes.
